Bus Illegal Tax
Watch this video closely and you will find that a bus staff is handing a man some amount of money. http://zenstrive.multiply.com/video/item/46/Illegal_retribution The practice is called Pungutan Liar or Pungli for short. It means illegal retribution (liar means wild, but liar sometimes can also be used for illegal things). The bus staff will hand money to several persons along its route in order for their business to go smoothly. The illegal money collectors can be a mafia henchman, corrupt police officers or transportation officers, or those "middleman people" who takes care the bribing and the documents retrieval when bus drivers are caught doing illegal things on the street. Some political parties are aslo participating in taking this illegal money, but not directly. They form an underbow but telling people it is not their underbow. This underbow, under disguises of "Indigenous people organizations" or "youth organizations" will blackmail business people and collect money ala mafia/triad/yakuza. This illegal retributions put more stresses to the bus drivers and their assistants. They have to collect bus fares from as much people as possible, thus the Mobile Sardines phenomenon occurs. They simply have to stuff people like hell or they cannot pay their busmasters, the illegal collectors, and still have money for their families. If not for those parasites, Mobile Sardines phenomena might be lessened a bit. |
